The Nigerian Hajj Media Support Team acknowledges the concerns raised regarding the exchange rate used in computing the 2025 Hajj fare and the subsequent fluctuations in the forex market.
However, it is essential to clarify the circumstances surrounding the fare structure and the exchange rate application.
Fixed exchange rate determination
The N1,600/USD exchange rate applied to the Hajj fare was based on the official rate provided at the time of computation and submission for approval.
NAHCON, like other government agencies handling international transactions, relies on official financial institutions for forex allocations and does not independently determine exchange rates.
Government Regulatory Framework
Hajj fares are meticulously calculated, factoring in airfare, accommodation, feeding, transport, and other essential services. These costs are negotiated and agreed upon months before the pilgrimage to ensure adequate planning.
Exchange rate fluctuations post-approval do not automatically translate into immediate refunds, as financial transactions for services are executed progressively.
On the Call for Refunds
NAHCON Chairman had earlier revealed that the Commission estimated exchange rates between ₦1,550, ₦ 1, 600 and ₦1,650, adjusting to fluctuating market conditions. He further assured that:
“If we secure a reduction in forex rates, we will refund any savings to the pilgrims.”
The commission remains committed to this promise as assures by it’s Chief Executive Officer, and any surplus arising from forex differentials after all payments are completed will be handled transparently in accordance with regulatory guidelines.

The commission remains committed to fulfilling its mandate with integrity and professionalism while ensuring the best interest of Nigerian pilgrims.
